Grandfathering of NEM facilities and cap exemptions

On November 6th, the Massachusetts Department of Public Utilities (DPU) issued a clarifying order relating to net metering “notification dates.” The DPU had previously set September 26, 2016 as the date after which all new solar net metering facilities were required to generate market “new” net metering credits (valued at 60% of net metering credits). Per the order, solar net metering systems that expanded after September 26, 2016 will continue to generate net metering credits under the “old regime” so long as the entire facility remains a Class I net metering facility (less than 60 kW). The DPU clarified that these facilities however will transition to market net metering credits after 25 years from the date upon which the facility was originally authorized to interconnect.
