Sam Kozel, Managing Director

Sam began his clean energy career in reforming municipal energy policy to expand clean energy development opportunities on the Western Slope of Colorado. With over seven years of experience in the sector, Sam leads the E9 team in developing state-level policy strategies for E9’s clients; including strategic market segmentation and policy analysis. With a passion for helping to advance the clean energy transition, Sam works with utility vendors, academic and nonprofits, state and federal agencies, and distributed energy resource providers to support their regulatory engagement efforts. Sam recently served as project lead to characterize the regulatory environment of the western state’s outlook for battery storage, including recommendations to inform policy design and energy modeling strategies of a major BESS advisory services company. He holds a Master of Environmental Management (MEM) from Western Colorado University and a Bachelor of Business Administration (BS) from the University of Vermont.

Cole Triedman, Project Manager

Cole was first introduced to the world of climate governance through his work at the Brown University Climate and Development Lab (CDL), which has been featured in The AtlanticInsideClimate NewsE&E News, and elsewhere. His background researching the history of climate policy obstruction through work at the CDL, Climate Investigations Center, Sher Edling LLP, and the Interfaith Center on Corporate Responsibility led him to investigate the complex roles of electric utilities and utility commissions in the nationwide energy transition. Cole’s past research flows organically into his work at E9: he approaches the question of ‘Can state PUCs lead in the energy transition?’– the title of his most recent CDL report– with passion, curiosity, and optimism. In his work so far with the E9 team, he has used deep policy research to generate recommendations for distributed energy companies and associations, and conducted research to inform a national effort to increase transparency and accountability around utility political spending. Cole holds a bachelor’s degree in Environmental Studies, on the Sustainability In Development track, from Brown University.
