Senior Utility Policy Analyst

E9 Insight is seeking an experienced state energy and utility policy expert to support in the review, analysis, and development of state clean energy policy. The position will support E9 clients in developing strategies and deliverables that help them navigate the utility policy landscape and engage in the regulatory venues that shape its market rules, regulations, and approaches. Primary responsibilities include designing research frameworks and methodologies that effectively distill, curate and communicate actionable information to clients. Qualified candidates must demonstrate strong written and verbal communication, project management, and data analysis skills. The superior candidate will be familiar with the utility policy landscape and adept at communicating with stakeholder groups active in state-level policy initiatives. The individual must bring a passion for decarbonizing the electricity grid, transportation sector and advancing energy transition strategies through innovative technologies and regulatory approaches.

As a liaison for the company, the candidate will have opportunities to interact with a wide range of industry leaders, experts, and public officials. They will be exposed to and become familiar with solutions for distributed energy, microgrids, electric vehicles, utility accountability, and other issues at the forefront of the clean energy industry.
The position is a U.S.-based, remote work position that will report to E9’s Managing Director (West Coast) while also working closely with senior leadership in Colorado.

Specific responsibilities include:

  • Preparing summaries of state regulatory proceedings and tracking policy developments at state public utility commissions, state agencies, and legislatures.
  • Conduct outreach to and interviews with public utility commission staff, advisors, and stakeholders to understand nuanced policy details and validate the research.
  • Supporting the management of coalition groups and advocacy campaigns to advance innovative policy solutions and established new market mechanisms for new technologies.
  • Leading projects from start to finish, managing staff resources, delivering presentations, and communicating with clients.

Qualified candidates must have 3-5 years of experience with utility policy, regulatory affairs, or other adjacent areas of clean energy work, including:

  • Enhanced understanding of electric utility policy making and advocacy, experience at a public utility commission staff or with a consumer advocacy organization
  • Experience working with or developing stakeholder strategies, facilitating workshops and other regulatory education outreach activities, providing expert witness testimony
  • Led the development of stakeholder groups and policy coalitions, history of leading or participating in complex negotiation strategy
  • Demonstrated experience gaining client trust in the design of business processes, leading the development of business cases and delivery agile projects

 

Preference for:

  • Experience with the management of relational databases, advanced data structuring techniques, data visualization, and programming
  • Authorship of whitepapers, expert testimony, industry reports, trade media, newsletters, etc.

Business and Operations Manager

E9 Insight is seeking a disciplined professional to support and lead business operations for a small advisory and consulting team.  We have an opening for a mid-level professional to manage business operations and administration. The ideal candidate will be strongly self-motivated and have experience in project management, light accounting and exceptional organizational skills.

The role is primarily focused on operational tasks, but will include opportunities to better understand and learn about the issues at the forefront of a complex industry. In this role, the Business and Operations Manager will provide important tissue for a small remote team and a handful of key consulting partners. As a liaison for the company, candidate will have opportunities to interact with a wide range of industry leaders, experts and public officials. They will be exposed to and become familiar with solutions for distributed energy, microgrids, electric vehicles, utility accountability and other issues at the forefront of the clean energy industry.

We are looking for someone with strong communication skills that is comfortable working independently in a dynamic, small-team setting. They will be attentive to details, have a clean design aesthetic and become attuned to the needs of an evolving company so that they can proactively support the growth of the company and each member of the team.

Primary responsibilities will include:

  • Managing invoicing, payments, expense reconciliation and financial accounts
  • Negotiating and maintaining service agreements, information systems and company registrations (e.g., insurance, benefits plans, payroll platform, communications, online software, etc.)
  • Communicating and coordinating with staff and project consultants
  • Improve and manage contact database and electronic filing systems
  • Calendar, email and communication support
  • Ensuring client tasks are delivered and projects are completed in a timely manner
  • Researching and proposing new systems to improve and enhance team experience (e.g., HR systems, project management, etc.)
  • Production support for reports, newsletters, presentations and social media
  • Assisting executive with time tracking and staff oversight
  • Event, meeting and travel logistics
  • Coordinate potential B Corp registration

 

Desired skills include:

  • Relevant undergraduate degree and experience
  • Advanced skills with standard software (MS Office, Word, Excel, Powerpoint, G Suite, etc.)
  • Experience with project management software and team collaboration tools preferred
  • Experience with Quickbooks Online, Salesforce or Filemaker advantageous
  • Ability to manage multiple projects and flexible work demands
  • In or near Boulder, Colorado will be an advantage, but remote worker is anticipated

 

Part-time and full-time applicants will be considered. Benefits include very flexible schedule and, for full-time roles, medical, dental and retirement savings plans. The starting salary for this position is $55,000 and may vary based on experience.

Research and Policy Analyst (Remote, Part-time)

Research and policy analysts have primary responsibility for maintaining visibility into the activities of state public utility commissions. Typically, researchers will be assigned a specific portfolio of utility commissions based on defined procedures and protocols. They are tasked with the preparation of summaries of proceeding information, tracking policy developments and assisting in the preparation of data analysis. Online research will often be supplemented with direct interviews with public utility commission staff, advisors and other stakeholders. The foundational expertise developed by each Researcher will be used to support additional projects that arise based on client and project needs. Additional responsibilities to include support of administrative and executive functions, including scheduling meetings and company communications. Part-time arrangements to accommodate academic studies or other professional obligations will be considered.


The position is a U.S. based, remote work position that will report to E9’s Managing Director (West Coast) with strong preference for candidates in Boulder or the Colorado Front Range.
